Two homes a few miles apart near Punta Gorda can carry different tax rates before either owner’s exemptions are counted. Charlotte County property taxes depend on whether the address sits inside the City of Punta Gorda or in unincorporated Charlotte County, and on a patchwork of waterway, road and drainage units that exist only in certain neighborhoods. Sorting out which rows apply to your street is most of the work.
Two Rate Sheets: City and Unincorporated Charlotte County
The Charlotte County Property Appraiser publishes a final rate chart for every tax district. The 2025 chart shows the largest unincorporated district, with 109,003 parcels, at 15.0855 mills. The City of Punta Gorda districts come in at 16.6185 mills. A mill is $1 of tax per $1,000 of taxable value. Here is where the difference comes from.
Scroll table to compare columns
| Levy (2025 final, mills) | Unincorporated district | City of Punta Gorda district |
|---|---|---|
| County general fund | 6.0394 | 6.0394 |
| County law enforcement | 2.1449 | none listed |
| County lighting | 0.1907 | none listed |
| City of Punta Gorda | none | 3.8686 |
| Public schools (state and local) | 6.2880 | 6.2880 |
| Environmentally sensitive lands, water management, inland navigation | 0.4225 | 0.4225 |
| Total | 15.0855 | 16.6185 |
City parcels pay the city’s levy and skip the county’s law-enforcement and lighting lines. The two sheets pay for different sets of services, so compare totals district by district instead of judging by a single line. The chart lists about 60 tax districts, and some unincorporated districts with extra waterway or fire levies total more than the city’s 16.6185 (up to about 16.99), so check your own district code.

Our community guides record each neighborhood’s jurisdiction. Vivante, Clipper Cove Village, Emerald Pointe, Seminole Lakes and Windjammer Point are in the City of Punta Gorda. Waterford Estates, Heritage Landing and Esplanade at Starling are in unincorporated Charlotte County. To find the rate for a specific community, look up a parcel on the Property Appraiser’s site and note its tax-district code. The Property Appraiser’s tax estimator will give you the right district once you enter an address.
Rates move each year. At the August 2026 TRIM stage, the county proposed 6.1576 mills for the general fund and 2.3618 for law enforcement, and Punta Gorda proposed 4.0074. Final rates were set at September hearings, so use the November bill for the 2026 numbers.
From Just Value to Taxable Value in Charlotte County
The Property Appraiser starts with just value, meaning market value on January 1. Caps and exemptions turn that into the taxable value your millage is multiplied by.
- Assessed value: a homestead’s assessed value cannot rise more than 3 percent a year or the change in inflation, whichever is less. The cap starts the year after you receive the exemption and ends with a change of ownership. Homes without a homestead, such as second homes, have a 10 percent cap on every levy except schools.
- Exemptions: the first $25,000 is exempt from all taxes, and an inflation-adjusted amount covers value above $50,000 for non-school taxes. Charlotte’s page shows a flat $25,000 for that second piece, so confirm the current figure with the office.
- Taxable value: assessed value minus exemptions. The tax is taxable value times millage, divided by 1,000.
Applications are due March 1. The Property Appraiser offers an online homestead application and a tax estimator. Moving? You must reapply at the new address, and portability can carry part of the Save Our Homes savings with you if you act within three years. Florida voters will also decide Amendment 3 (HJR 1-F) on November 3, 2026. If approved, it would raise the non-school homestead exemption to $150,000 in 2027 and $250,000 in 2028, lower the non-homestead cap to 5 percent, and add residency requirements for people who become Florida residents after January 1, 2027. It needs 60 percent approval; check the final ballot text.
MSBUs and MSTUs: Charges That Ignore Your Home’s Value
Charlotte County leans on small, geography-based units more than most places. The county describes an MSBU or MSTU as an area created by ordinance with set boundaries, where a service is paid for by the people who benefit. The Charlotte County MSBU and MSTU page lists three groups of units: street and drainage, waterway and stormwater utility.
They work in two different ways, and the tax bill shows each differently.
- Millage-based MSTUs are charged against value. The 2025 rate chart includes Don Pedro and Knight Island, Manasota Key, Sandhill and Stump Pass dredging as extra rows in some tax districts.
- MSBUs are non-ad valorem assessments. The county says the rate is not based on property value, so a neighbor with a more valuable house pays the same. The county’s FAQ states that no exemption exists for disabled or low-income owners.
Waterway units show how fast a flat charge can change. For the Northwest Port Charlotte Waterway unit, an advisory committee chose a dredging plan that raises the annual assessment from $100 to $310, then lowers it to $150 in fiscal year 2027, according to a county project page updated October 1, 2026.

Watch the mail for a notice headed “Public Hearing Notice – This is not a bill.” It means the Board of County Commissioners will consider a new or higher assessment. You can send written comments within 20 days of the mailing. Assessments stay with the property after a sale, so ask a seller for the non-ad valorem page of the latest bill.
What Gated Communities Add in Punta Gorda
Our Waterford Estates guide calls it one of the relatively small number of Charlotte County gated communities with an active community development district. That CDD holds lake, drainage-ditch and open tracts, and the guide notes that the district does not own the gate or clubhouse. For a community without a CDD, the bill is the ad valorem rows above plus any county units. Ask for the district’s current assessment and bond schedule before you rely on a neighbor’s number.
Private roads are the other difference. When the HOA owns interior streets, the association pays for repaving, so the cost reaches you as dues instead of an MSBU or millage. Whether a county road-and-drainage unit also touches a parcel varies by location. The county’s MSBU record search can answer that for a specific address.
Gated communities inside the city limits, such as Vivante, follow the city’s rate sheet. Browse our Punta Gorda guides for the full list.

Frequently Asked Questions
Why do two Punta Gorda addresses have different millage?+
One may be inside the city and the other in unincorporated Charlotte County. City districts carry the city’s levy and show no county law-enforcement or lighting rows, and special units add rows in some areas.
Is an MSBU charge the same as a tax?+
It is collected on the same bill, but it is a flat non-ad valorem assessment set by the levying authority. It does not change when your home’s value changes.
Can I dispute an MSBU assessment at the Value Adjustment Board?+
The board hears value and exemption disputes. For a non-ad valorem charge, contact the authority named on the bill, such as the county’s MSBU division, and attend its hearing.
When should I ask about taxes while buying?+
Early. Ask for the latest bill and the district code, then check whether the seller’s cap or exemptions will end at closing.
